While both use the same AISI 304 base chemistry, they undergo different processing. Class 1 is only carbide solution treated (annealed), resulting in a softer material with lower yield strength (Min 205 MPa). Class 2 is carbide solution treated and then intentionally strain-hardened (cold-worked). This drastically increases its strength, making it suitable for much higher load capacities (Min yield strength of 345 MPa for sizes up to 3/4").
Yes. Because strain hardening involves physically cold-working the metal, it is harder for the strengthening effects to penetrate the core of very thick bars. According to ASTM A193, the minimum required yield and tensile strengths for Class 2 fasteners step down progressively as the diameter increases past 3/4" (19mm).
